District Mode: the Actual Bonuses

District Mode changes attributes once at the start of a run, using the assigned district. Attributes are capped at 10. These are game rules, not measured effects on win probability. Names, roster size, attributes, events, pacing and the seed all matter; a district alone does not determine a winner.

Lore Strength and Game Rules Answer Different Questions

A small attribute bonus does not establish a small or large win-rate advantage. That requires a controlled comparison of the same engine version, roster and settings, with raw outcomes and an appropriate uncertainty analysis. A single winning run is an anecdote.

Section 03

Every District, Strongest to Weakest

Ordered by our editorial reading of the lore. Career districts are flagged. This is not an official league table or a ranking of current simulator win rates.

District 2

Masonry & weaponsCareer

The Capitol’s armory and Peacekeeper academy. Ruthless Careers, a strong Career tradition. We place it first for training and resources, rather than claiming a complete victor tally.

Notable tributes: Cato, Clove, Brutus, Enobaria

Lore rank #1District Mode: +2 strength

District 1

Luxury goodsCareer

Wealthiest district after the Capitol. Volunteer Careers trained illegally from childhood, well-fed and confident.

Notable tributes: Glimmer, Marvel, Gloss, Cashmere

Lore rank #2District Mode: +1 strength

District 4

FishingCareer

The third Career district. Nets, tridents and swimming translate directly to arena survival, especially in water.

Notable tributes: Finnick Odair, Mags, Annie Cresta

Lore rank #3District Mode: +1 speed

District 7

Lumber

The richest non-Career district. Hard physical labor plus axe skill makes its tributes the strongest dark horse.

Notable tributes: Johanna Mason, Blight

Lore rank #4District Mode: +1 strength

District 11

Agriculture

Vast fields and grueling outdoor labor build endurance. A noted early-era contender, though desperately poor.

Notable tributes: Rue, Thresh, Chaff

Lore rank #5District Mode: +2 survival

District 10

Livestock

Ranch and slaughter work means tributes know animals, blades and stamina, but poverty drags the average down.

Notable tributes: The boy with the crutch (74th)

Lore rank #6District Mode: +1 strength

District 8

Textiles

Urban factory work limits raw strength, but sharp tools and machinery give a slight edge over the tech districts.

Notable tributes: Cecelia, Woof, Bonnie & Twill

Lore rank #7District Mode: +1 survival

District 5

Power

Panem’s power grid. Skilled but not physical work; survivors win on cunning rather than force.

Notable tributes: Foxface

Lore rank #8District Mode: +1 intelligence

District 6

Transportation

Builds trains and hovercraft. Indoor technical labor with little combat carryover; morphling addiction haunts its victors.

Notable tributes: The morphling pair (75th)

Lore rank #9District Mode: +1 speed

District 9

Grain

One of the least-developed districts. Rarely shown on camera and rarely a contender in the records we have.

Notable tributes: District 9 tributes (largely unnamed)

Lore rank #10District Mode: +1 survival

District 3

Technology

Affluent but sedentary. Almost no manual labor, so tributes arrive physically weak, the second weakest on paper.

Notable tributes: Beetee, Wiress

Lore rank #11District Mode: +2 intelligence

District 12

Coal mining

The poorest district. Only adults mine, so children gain no labor skills and usually fall in the bloodbath, the weakest on paper.

Notable tributes: Katniss, Peeta, Haymitch, Lucy Gray

Lore rank #12District Mode: +1 survival
Section 04

Which District I'd Actually Want to Be Reaped Into

If the goal is to win the way the books are written, I'd still take District 2. Lifelong training, the best weapons access in Panem, and a culture that treats the Games as a career path is an enormous head start that no simulation bonus captures. Cato loses the 74th Games to a mutt attack and a plot, not to a lack of skill.

For a survival-themed story, Districts 11 and 12 are appealing choices. That is a role-playing preference, not a claim that they win more often. Their survival bonuses are listed above; this page does not establish the size of any effect on outcomes.

District 7 is another interesting fictional starting point because of its lumber industry and Johanna Mason. Your chosen character, attributes and events can matter more to the story you want to tell than this editorial order.

Districts Ranked — FAQ

Which district is the strongest in the Hunger Games?

+

Our editorial ranking puts District 2 first for its Career training and weapons background, followed by Districts 1 and 4. This is a reading of the story, not an official ranking or a measured simulator win probability.

Which district has won the most Hunger Games?

+

We cannot establish a complete district-by-district victor tally from the sources cited here. Named victors are not a complete record, so this page does not claim an exact leader by total wins.

What are the Career districts?

+

Districts 1, 2 and 4 are associated with Career tributes in the novels. That story context is separate from the small attribute bonuses used by this simulator.

Which is the weakest district in the Hunger Games?

+

We place District 12 last in this editorial comparison of resources and training. That does not mean every District 12 character is weak or that the district is least likely to win in the simulator.

Is District 7 strong in the Hunger Games?

+

District 7 is an interesting non-Career contender because of its lumber industry and characters such as Johanna Mason. Its placement here is editorial; its simulator bonus is +1 Strength.

Does District 12 ever win the Hunger Games?

+

Yes. Its named victors include Lucy Gray Baird, Haymitch Abernathy, Katniss Everdeen and Peeta Mellark. The stories show why a district-wide stereotype cannot determine an individual outcome.

How did you rank the districts?

+

The order is an editorial interpretation of training, resources and industries in the story. We separately list actual District Mode attribute bonuses. The earlier simulation leaderboard has been removed because its historical 60-day harness and aggregate-only evidence do not substantiate current gameplay rankings.

Do district bonuses prove a winning advantage?

+

No. Bonuses describe an input to the game. Establishing a win-rate effect requires controlled runs with a pinned engine version, complete settings, a documented seed procedure, raw outcomes and appropriate statistical analysis. We do not publish a verified current ranking.

Related reading

If you came here to settle which district is strongest, you'll probably also want to settle which Hunger Games movie is the best, follow the franchise in the right film order, or read the novels in their chronological book order. These three pieces pair naturally with the district ranking above.

Sources & method

We removed the earlier simulation leaderboard. Its historical script used a 60-day cap and a different game loop, while the current standard setup offers 3–10 days. The retained aggregate file does not include per-game records or a pinned engine version sufficient to verify those published results. We cannot substantiate a current win-rate ranking, a confidence margin or a statistically demonstrated district advantage from it.

The lore order is editorial, not an official ranking. We do not have a verified public raw-results repository to link. Sources checked October 26, 2026:
